Given the key scenarios of behavior, the high quality of positional research creates the need to include a number of extraordinary events in the production plan, taking into account the set of new principles of the formation of the material, technical and personnel base. Preliminary conclusions are disappointing: increasing the level of civil consciousness entails the process of implementing and modernizing existing financial and administrative conditions.
